After it became clear that the UN Security Council would not set up a peacekeeping force to fulfill the role envisaged for it in the 1979 Egyptian-Israeli Peace Treaty--supervising the implementation of the treaty and preventing any violation of its terms--the Multinational Force and Observers (MFO) was established in its place. This book provides a detailed description of the structure and function of the MFO in order to evaluate its chances for success. In addition, the author has included various documents regarding the MFO's legal basis and organization. The MFO is the first modern multinational peacekeeping force that is independent of any organization; in the future it may serve as a prototype for multinational peacekeeping forces in conflicts and areas in which the UN is unwilling or unable to become involved.

The Principle of Legal Certainty in EC Law

The intertwinement of EC law and national law may create unforeseeability in situations where EC law invades the national cases. This study contributes to the contemporary discussion, which wrestles with questions such as: What have been the visions and objectives for European integration in the last decades? How to describe European Union as a political entity and a legal system? What is the relationship between legal certainty, rule of law, various general principles and human rights?

This book offers an analysis of the dynamics of Israeli-European relations and discusses significant developments in that relationship from the late 1950s through to the present day. The emphasis is placed on five broad themes that address different dimensions of the relationship: 1) Israeli-E.U. relations and the Israeli-Palestinian peace process; 2) Israeli-E.U. relations in a multilateral context; 3) the bilateral nature of Israeli-E.U. relations; 4) Israeli (mis)perceptions of the E.U.; 5) the future of Israeli-E.U. relations.

This book examines the interplay between the national and the European levels in EU foreign policymaking, focusing on the Middle East. European engagement in peacemaking in the Middle East dates back to foreign-policy cooperation in the early 1970s. Following the launch of the peace process in 1991, the EU and its Member States further stepped up their involvement in conflict resolution, focusing on one central area of EU engagement – the Israeli-Palestinian conflict. This book covers the period from the beginning of the peace process in 1991 until 2008, and focuses on the actions of the big three Member States: Germany, France and the UK. Using the Europeanization concept as framework of ...

The Making of EU Foreign Policy argues that there has been a common European Union (EU) foreign policy towards six countries of Eastern Europe - Bulgaria, Czech Republic, Hungary, Poland, Romania, Slovakia - and analyzes why the EU has agreed to the policy. The objective of the EU's policy is to support the transformation of Eastern Europe and thus ensure security and stability. The most important instrument that the EU has used to reach this objective has been the prospect of enlargement.

There is agreement in political and academic circles that the European Union needs a common foreign and security policy (CFSP). The question is how to move from recognised necessity to practical implementation: from rhetoric to reality. Many efforts have been made, and indeed the creation of a European foreign policy is 'work in progress'. Bringing together a multinational team of both young researchers and established academics, this volume offers a comprehensive analysis of this process, uniquely combining the examination of the foundations, institutions, procedures and obstacles of EU-level foreign policy with an extensive range of case studies exploring European policy 'on the ground' in key areas such as the Balkans, Africa or the Middle East. Of use and interest to students of European politics and the general reader alike, it breaks through the Euro-jargon to provide a clear, accessible and up-to-date account of this unprecedented system of international relations, with a particular focus placed on the questions of why EU member states participate in the CFSP and what impact it enables them to have in geopolitics.

This volume is the result of a joint effort on the part of European and American scholars to describe and analyze the nature and the role of the European Community on the threshold of the 1990s. The 1980s stood witness to a significant change in West Europe from "Eurosclerosis" to close European cooperation in the fields of security, foreign policy and trade. This newly won "assertiveness" on the part of the West Europeans will be put to a test in the next decade, as, in addition to the progressing West European integration process, a new dynamic is likely to preoccupy the 1990s – the ongoing reform process in East Europe.

Historicizing the Uses of the Past

This book presents new developments in Scandinavian memory cultures related to World War II and the Holocaust by combining this focus with the perspective of history didactics. The theoretical framework of historical consciousness offers an approach linking individual and collective uses and re-uses of the past to the question how history can and should be taught. It also offers some examples of good practice in this field. The book promotes a teaching practice which, in taking the social constructivist notions of historical consciousness as a starting point, can contribute to self-reflecting and critical thinking - being fundamental for any democratic political culture.
