Despite a substantial legacy of literature on EU interest representation, there is no systematic analysis available on whether a European model of interest representation in EU governance is detectable across functional, and territorial, categories of actors. ‘Functional’ actors include associations for business interests, the professions, and trade unions, as well as ‘NGOs’ and social movements; territorial based entities include public actors (such as regional and local government), as well as actors primarily organised at territorial level. What are the similarities and differences between territorial, and functional, based entities, and are the similarities greater than the differences? Are the differences sufficient to justify the use of different analytical tools? Are the differences within these categories more significant than those across them? Is there a ‘professionalised European lobbying class’ across all actor types? Does national embeddedness make a difference? Which factors explain the success of actors to participate in European governance? This book was originally published as special issue of Journal of European Integration.

Involving civil society – in particular affected stakeholders – is often seen as a solution to democratic deficits. High expectations ride on the promise of participation in new modes of governance at the EU, such as the Open Method of Coordination (OMC). But its results have been modest, and it is unclear who should participate where, and how. Corinna Wolff offers a consistent framework to assess participation from the perspective of democratic legitimacy, conceptualising it as functional representation. She reviews recent theories of representation, develops them into a tool to deal with complex governance settings, then applies this framework to functional representation at the European Commission in EU social policy. The results indicate that far from being a panacea, functional representation raises fundamental questions about the possibilities for democratic European governance.

This book uses Sweden as a test case to analyze how parliament and elected representatives function in a representative democracy. Despite the status of Scandinavian countries as perhaps the world’s most egalitarian societies, the book argues that the best summary characterization of Swedish representative democracy is an elitist system run from above. The book also argues that an individualist representational model is relevant to the Swedish setting and most likely, to other settings as well. Representative democracy is not just party-based democracy - not even in a country with strong and disciplined parties. The book takes a broad approach to the study of political representation. It integrates into a single analytical framework concepts and theories from neighbouring traditions such as legislative behaviour, opinion formation and interest organizations. The study is based on a comprehensive set of data, including three surveys of the Members of the Swedish Parliament, corresponding voter surveys and content analysis of mass media and parliamentary records.
