Emphasizing a positive approach to dealing with terrorism (the carrot), this book provides a critique of deterrence policy (the stick) which can be ineffective and even counterproductive, and proposes three alternative and effective anti-terrorist policies: Decentralization reduces vulnerability to terrorist attacks. A system with many different centers is more stable due to its diversity, enabling one part to substitute for another. Positive incentives can be offered to actual and prospective terrorists not to engage in violent acts. Incentives include: reintegrating terrorists into society, welcoming repentents and offering them valued opportunities. Diverting attention by naming several terrorist groups potentially responsible for a particular terrorist act. The government thus supplies more information than the terrorist responsible would wish.
Brutality is the defining characteristic of terrorism. It is despairing to learn that this brutality is the outcome of purposeful, rational, human behaviour. In this purposefulness, however, there lies the key to the interpretation, explanation and understanding of terrorist behaviour. Ultimately, it is in this purposefulness that we shall also find the key to overcoming terrorism. Economic analysis highlights this purposefulness, this rationality, and in doing so provides a different perspective from which to approach the threat of terrorism and the task of pre-empting and pursuing its perpetrators. This book develops this economic perspective within a series of important contexts, each characterised by particular types of terrorist behaviour, choices and strategies. People have relied on medicinal products derived from natural sources for millennia, and animals have long been an important part of that repertoire; nearly all cultures, from ancient times to the present, have used animals as a source of medicine. Ingredients derived from wild animals are not only widely used in traditional remedies, but are also increasingly valued as raw materials in the preparation of modern medicines. Regrettably, the unsustainable use of plants and animals in traditional medicine is recognized as a threat to wildlife conservation, as a result of which discussions concerning the links between traditional medicine and biodiversity are becoming increasingly imperative, particularly in view of the fact that folk medicine is the primary source of health care for 80% of the world’s population. This book discusses the role of animals in traditional folk medicine and its meaning for wildlife conservation. We hope to further stimulate further discussions about the use of biodiversity and its implications for wildlife conservation strategies.
