This report is organized around the following themes: (1) supply and demand for quality teachers (scholastic attainments of prospective teachers at the high school and college levels, demographic and social forces having an impact upon the recruitment of qualified students); (2) programs for teacher education (liberal education, subject specialization, professional education); (3) accountability for teacher education (state standards for teacher education programs, accreditation of teacher education programs); (4) resources for teacher education (school of education funding, allocation of resources for research and development, advanced degree programs); and (5) conditions necessary to support the highest quality of teaching (teacher salaries, advancement opportunities, work environments, status, autonomy). A broad analysis of each of the issues is provided and supported by empirical findings. A series of 16 recommendations is proposed to address the need for change and improvement. Included among the appendices is a listing of testimony presented at the commission hearings. (JD)

Fulfilling the Promise

Founded in Richmond in 1968, Virginia Commonwealth University (VCU) began with a mission to build a university to serve a city emerging from the era of urban crisis—desegregation, white flight, political conflict, and economic decline. With the merger of the Medical College of Virginia and the Richmond Professional Institute into the single state-mandated institution of VCU, the two entities were able to embrace their mission and work together productively. In Fulfilling the Promise, John Kneebone and Eugene Trani tell the intriguing story of VCU and the context in which the university was forged and eventually thrived. Although VCU’s history is necessarily unique, Kneebone and Trani sho...

This book discusses the relationship between pluralist economics and the case study method of teaching, advocating the complimentary use of both to advance economics education. Using a multi-paradigmatic philosophical frame of analysis, the book discusses the philosophical, methodological, and practical aspects of the case study method while drawing comparisons with those of the more commonly used lecture method. The book also discusses pluralist economics through the exposition of the philosophical foundations of the extant economics schools of thought, which is the focal point of the attention and admiration of pluralist economics. More specifically, the book discusses the major extant sch...
