A obra traz um roteiro de estudos acerca da individualização da pena e do estabelecimento das medidas de segurança. Para deixar o tema mais compreensível, os capítulos foram estruturados conforme os temas são tratados pelo próprio Código Penal. A obra procura levar ao leitor uma visão contextualizada e de conjunto sobre as regras legais, a opinião doutrinária e os provimentos jurisdicionais atinentes à etapa jurisdicional da individualização da pena. Nesta quarta edição, foram feitas adaptações jurisprudenciais e legislativas, conforme as mudanças de posicionamento dos tribunais ou alterações importantes na legislação, principalmente, considerações sobre a Lei n.13.964/19 e, no capítulo 3, foram acrescidos alguns apontamentos sobre o abolicionismo.
A participação popular no processo de eleição de bens culturais
A obra analisa o instituto do tombamento a fim de propor-lhe uma nova epistemologia, a qual passe a prever algum instrumento de participação popular no seu trâmite. Tal instrumento deve ser apto a aferir uma relação de "reconhecimento" entre comunidade e bem, em suas três esferas, afetiva, legal e solidária. Essa perspectiva foi fundamentada na Teoria do Reconhecimento, de Axel Honneth.
