This book constitutes the refereed proceedings of the 5th IFIP International Working Conference on Knowledge Management in Electronic Government, KMGov 2004, held in Krems, Austria in May 2004. The 34 revised full papers presented were carefully reviewed and selected for publication. The papers are organized in topical sections on KM concepts and methodologies, strategies to implement KM in the public sector, knowledge ontologies and structuring concepts for public administration, technologies for KM support in public administrations, requirements engineering for KM, representing legal and procedural knowledge, KM support for democratic processes and citizen participation, and examples of KM in public administrations and case studies.
2.1 E-Government: e-Governance and e-Democracy The term Electronic Government (e-Government), as an expression, was coined after the example of Electronic Commerce. In spite of being a relatively recent expression, e-Government designates a field of activity that has been with us for several decades and which has attained a high level of penetration in many countries2. What has been observed over the recent years is a shift on the broadness of the e-Government concept. The ideas inside e-Governance and e- Democracy are to some extent promising big changes in public administration. The demand now is not only simply delivering a service - line. It is to deliver complex and new services, which are all citizen-centric. Another important demand is related to the improvement of citizen's participation in governmental processes and decisions so that the governments' transparency and legitimacy are enforced. In order to fulfill these new demands, a lot of research has been done over the recent years (see Section 3) but many challenges are still to be faced, not only in the technological field, but also in the political and social aspects.

This volume is a study of the emergence and consequences of computerized voting advice applications (VAAs) in Japan, South Korea, and Taiwan. In contrast to the European experience of VAAs simplifying vote choices, this research shows that VAAs in East Asia may increase their complexity.
Blockchain is widely considered a new key technology. The Foundation for Technology Assessment (TA-SWISS) has proposed a comprehensive assessment of blockchain technologies. With this publication, TA-SWISS provides the much-needed social contextualisation of blockchain. The first, more technical part of the study takes an in-depth look at how blockchain functions and examines the economic potential of this technology. By analysing multiple real-world applications, the study sheds light on where the blockchain has advantages over traditional applications and where existing technologies continue to be the better solution. The second part of the study examines how blockchain became mainstream. It explores the origins of blockchain in the early history of information technology and computer networks. The study also reveals the impact blockchain has on industrial and public spaces. Finally, it discusses the social implications and challenges of blockchain against the background of a new socio-technical environment.
