Democracy at Work in an Indian Industrial Cooperative

The authors tell the story of a democratic workers' cooperative that makes hand-rolled cigarettes, known as "beedis," in the unorganized sector of a fiercely competitive capitalist economy in India. For decades, beedi workers have been among the most exploited and impoverished of India's work force. In 1969, in the southwestern Indian state of Kerala, several thousand workers banded together to form a worker-owned beedi cooperative. The authors argue that their skill and determination, combined with Kerala's generally leftist political culture, allowed them to beat the odds. The cooperative surprised the private sector beedi barons by creating an enterprise that has lasted and prospered, offering the best wages and benefits in the business, while making a profit and contributing to the local economy.The authors analyze the major features of the cooperative, assessing its overall structure, worker-elected management, shop floor democracy, and progress in providing a better life for its worker-owners. Tensions are also discussed, including the complaints of women workers and the need for diversification from tobacco.

Roger and Patricia Jeffery are well known for their work on religion and gender in South Asia. In their latest book, a study of the demographic processes of two castes in rural north India, they ask why fertility levels are higher among the Muslim Sheikhs than the Hindu Jats. They conclude that explanations can only partially be attributed to gender relationships and religion, and it is the economic and political interests of both groups which are the defining factors. Their marginal economic position provides little incentive for the Sheikhs to raise small families, while the Jats, who are locally dominant, are encouraged to use birth control and educate their children. The authors go on to demonstrate the significance of this analysis for a wider understanding of the problems of population and politics in India generally. The book will be invaluable for students of South Asia and for anyone interested in the demography of developing countries.

The book argues that lower fertility rates are preferred by women themselves; are beneficial in their own right to both women and children; and should not be used as a bargaining chip in any other area of the development debate. Drawing on a large body of research in anthropology, child psychology and population studies the book presents evidence that the poor do not necessarily have large families as form of financial security, or to put them to work; people without offspring are less lonely in old age; immigration and refugee controls in the Northern Hemisphere have been more driven by politics than rational calculation and human rights; social security does not require a large cohort of young workers. This book is a challenging contribution to the development debate. It presents a persuasive case for policies which recognise hopeful trends in relieving the environmental and social pressures of a globally increasing population.
