Despite long-term and ongoing efforts to close the achievement gap between disadvantaged and advantaged students, low-income students continue to perform at considerably lower levels than their higher-income peers in reading and mathematics. Research has shown that students' skills and knowledge often deteriorate during the summer months, with low-income students facing the largest losses. The commercial aviation industry is a major part of the U.S. transportation infrastructure and a key contributor to the nation's economy. The industry is facing the effects of a reduced role by the military as a source of high-quality trained personnel, particularly pilots and mechanics. At the same time, it is facing the challenges of a changing American workforce. This book is a study of the civilian training and education programs needed to satisfy the work-force requirements of the commercial aviation industry in the year 2000 and beyond, with particular emphasis on issues related to access to aviation careers by women and minorities.
Activation imposes a variety of costs on reservists. Among those costs is a potential decline in earnings during the period of activation. In this study, RAND researchers compute how earnings change when a reservist is activated using administrative data on military and civilian earnings obtained from the Department of Defense (DOD) and teh Social Security Administration (SSA). The study employs a comprehensive measure of annual earnings and covers the experiences of virtually all reservists activated in support of the Global War on Terrorism through 2003. Contrary to conventional wisdom and DOD survey evidence, the RAND study indicates that, on average, the earnings of reservists increase substantially when activated. Moreover, earnings gains increase length of active duty servcie. Some reservists do experience an earnings loss when activated, but the probability of experiencing an earnings loss declines with length of active duty service. Even so, these large earnings gains may be insufficient to compensate reservists for the hardship of active duty.
This book examines the complexity of effective, large-scale, and sustainable education reform through a historical analysis of the Success for All Foundation, an organization that has collaborated with thousands of elementary schools across the US to enact a common design for comprehensive school reform, all in the effort to improve the reading achievement of millions of students. The purpose of the book is to develop an analytic framework to assist education reformers in seeing and confronting complexity in their own improvement efforts.
This research frames a strategic approach to reserve joint officer management that addresses the requirements for, and the supply of, joint officers in the reserve component, and also accounts for the unique constraints and challenges involved in joint officer management for reserve active-status list officers. Because the work required of many reservists is becoming increasingly joint, the need for a systematic examination of how reserve active-status list officers are trained and developed in joint matters is becoming more and more urgent-especially given the dramatic increase in the use of the reserve forces. A strategic approach to joint officer management for reserve active-status list officers must assess the need for officers with prior joint knowledge, experience, and acculturation in certain positions as well as their availability. The authors estimate the supply of joint reserve officers and make several recommendations to help implement a strategic approach to reserve component joint officer management.
This special issue examines the underlying assumptions of the "A Nation At Risk" report, the context within which the Commission's work was situated, and the effects of the report in improving teaching and learning, as well as the performance of the public educational system. The purpose is to address three broad questions: Was America's education system really putting the nation at risk in the early 1980s? What is the legacy of "A Nation At Risk"? Given our current knowledge on education and human development, the report's overall concern is restated: What risks and opportunities lay before the nation today, and how will they affect the notion of a "learning society" and our public education system? Taken as a whole, the seven articles address the three broad issues identified regarding the past, current, and future of educational reform in the United States.
