This book examines the trajectory of federalization in Myanmar's political development, evaluating the attitudes of different political actors towards, and negotiation strategies for, designing federalism. It argues that three factors drive federalization in Myanmar, namely constitutionalization, conflict management, and democratization. The confluence of these forces arrived at a critical juncture in 2011, the start of Myanmar's political transition, leading to significant changes in Myanmar's federation process. By analyzing the changes and continuities in federalism building, the book charts the dynamic pathway toward Myanmar's current federalization, revealing how periods of progress and stagnation reflect varying world views and the individual strategies of prominent political actors. As competition among the traditional great powers in the Asia region intensifies, Canada faces a stark choice: Should it align its foreign policy with the US-led free and open Indo-Pacific strategy? Shared values and material ties give Canada a clear incentive to follow the lead of the United States and Western-aligned democracies in the region. However, there are other considerations to take into account. Follow the Leader presents the case for the development of a foreign policy based on understanding how Asia sees itself rather than Western presumptions. Examining a range of key issues, it draws on Asian scholarship, leadership statements, polling, and media to demonstrate Western misunderstanding of regional developments and to outline alternative, regionally based perspectives on Asia’s contemporary dynamics. This critical analysis urges the Canadian government to chart an independent policy, arguing that whatever Canada might gain from following its traditional allies, it equally stands to lose by aligning itself with a consortium of states committed to self-preservation over regional stability.
The central purpose of this book is to examine answers to questions regarding the kind of political system that Myanmar urgently needs to develop. Myanmar has suffered the endless civil war for decades since regaining its sovereignty in 1948. Therefore, the lead research question is: What kind of federal democratic model is the most suitable for Myanmar and what kind of political arrangements should be in place? To examine answers for this question, the author employed a descriptive–qualitative approach and triangulation research method including interviews with politicians and activists in Myanmar, field observation and analysis of historical documents. The author examines the contemporary political issues of Myanmar in term of federalism to ensure that analysis of this book does not omit the actual political process performed by the government. As a result of the study, Myanmar needs a tailored federal model which is the best to accommodate the ethnically divided country that would enhance solutions to ethnic conflicts and end the civil war.
This book examines the public health responses to the COVID-19 pandemic in the Asia-Oceania region and their implications for democratic backsliding in the period January 2020 to mid-2021. The contributions discuss three key questions: How did political institutions in Asia-Oceania create incentives for effective public health responses to the COVID-19 outbreak? How did state capacities enhance governments’ ability to implement public health responses? How have governance responses affected the democratic quality of political institutions and processes? Together, the analyses reveal the extent to which institutions prompted an effective public health response and highlights that a high-capacity state was not a necessary condition for containing the spread of COVID-19 during the early phase of the pandemic. By combining quantitative and qualitative analyses, the volume also shows that the effect of the COVID-19 pandemic on the quality of democratic institutions has been uneven across Asia-Oceania. Guided by a comprehensive theoretical framework, this will be an invaluable resource for scholars and students of political science, policy studies, public health and Asian studies.
