Nascido na cidade de Mogi das Cruzes, no Estado de São Paulo, com escolaridade fundamental realizada na cidade de Suzano – SP, e tendo cursado o ensino médio no Colégio Presidente Roosevelt no município de São Paulo, capital do Estado de São Paulo, posteriormente, cursou ciências jurídicas na Faculdade de Direito da Universidade Estadual da Guanabara, atual Universidade Estadual do Rio de Janeiro. Cursou o Mestrado em Direito Econômico e Financeiro na Faculdade de Direito da Universidade de São Paulo (20.07.1978) e Doutorado em Direito do Estado na mesma instituição (11.01.1983).
Os direitos sociais se revelam um traço marcante na sistemática constitucional de 1988, em virtude da própria preocupação do documento constitucional de 1988 com uma maior equalização social. Em virtude desse pressuposto, um estudo acerca dos direitos sociais constitucionais se concretiza como oportuno, ainda mais em um momento histórico em que a própria estrutura constituinte se revela questionada ao prestigiar tal gama de direitos. Com esse intuito, estudos são desenvolvidos por juristas de várias regiões do Brasil com o objetivo de apontar os principais pontos conceituais que ainda caracterizam os direitos sociais constitucionais, ao mesmo tempo que se mira entender o papel que eles podem preencher no futuro, tendo-se em mente a justiça social como principal objetivo da Constituição Brasileira de 1988. Our lives and well being intimately depend on the exploitation of the plant genetic resources available to our breeding programs. Therefore, more extensive exploration and effective exploitation of plant genetic resources are essential prerequisites for the release of improved cultivars. Accordingly, the remarkable progress in genomics approaches and more recently in sequencing and bioinformatics offers unprecedented opportunities for mining germplasm collections, mapping and cloning loci of interest, identifying novel alleles and deploying them for breeding purposes. This book collects 48 highly interdisciplinary articles describing how genomics improves our capacity to characterize and harness natural and artificially induced variation in order to boost crop productivity and provide consumers with high-quality food. We examine the properties of house price fluctuations across 18 advanced economies over the past 40 years. We ask two specific questions: First, how synchronized are housing cycles across these countries? Second, what are the main shocks driving movements in global house prices? To address these questions, we first estimate the global components in house prices and various macroeconomic and financial variables. We then evaluate the roles played by a variety of global shocks, including shocks to interest rates, monetary policy, productivity, credit, and uncertainty, in explaining house price fluctuations using a wide range of FAVAR models. We find that house prices are synchronized across countries, and the degree of synchronization has increased over time. Global interest rate shocks tend to have a significant negative effect on global house prices whereas global monetary policy shocks per se do not appear to have a sizeable impact. Interestingly, uncertainty shocks seem to be important in explaining fluctuations in global house prices.
