Public Sector Reforms in Pakistan

This book provides a research-based analysis of public sector reforms in Pakistan. It offers a broad overview of reforms at different levels of government – including federal, provincial and local – and examines decentralization and devolution reforms in various policy sectors. It also reflects on market-oriented reforms and the steps taken to involve the private sector to build a better-governed public sector, and explores new trends in the public sector in the areas of digitalisation and disaster management. Bringing together young researchers, academics, and practitioners, the book sets a new milestone in the movement towards context-specific reform studies in both academia and the professional practice of public administration, particularly in South Asia.

A quarter of a century ago His Royal Highness Prince Claus of the Netherlands (1926-2002) formulated his statements on ‘development and equity’. To honour him and his work, a professorial chair in ‘development and equity’ was established in 2003: the ‘Prince Claus Chair’. On the occasion of the tenth anniversary of the Chair, a conference was held in The Hague in November 2012. Each of the ten chair holders presented a paper written from his/her own perspective. These papers have been brought together in this book and show the diversity and richness of the theme. The volume also includes three essays by the promising young scholars who were judged to be the top three in a competition for the best Master’s thesis in ‘development, equity and citizenship’.

This edited volume examines policies aimed at increasing the representation of women in governing institutions in six South Asian countries. Divided into three parts, it addresses the implications of uniformity and diversity for the substantive representation of women in parliament, civil service and local government. The contributing authors explore the scope and limits of ‘positive discriminatory policies’ within distinct country contexts, and the implications of the lack of such policies in other countries. Their findings shed new light on the extent to which the higher presence of women in different governing institutions matters, particularly in respect of promoting women’s issues; and also on the way men and women in different governing institutions look upon each other’s roles and adopt strategies for mutual adjustment. This innovative collection will appeal to students and scholars of gender studies, public policy and administration, international relations, law and political science.

The concept of good governance in South Asia poses a challenge at the implementation level, mainly due to ethnocentricity, regional disparities, division between poor and rich, and rural and urban division among the people. Concepts such as decentralization, citizen engagement, lean public service, privatization, autonomy, public-private partnership may work well in developed countries but may not produce the same results in the region where the majority of poor people expect their government to fulfill their basic needs. Governance in South Asia needs to be reformed to ensure that poverty can be reduced, if not completely eradicated. Poor governance and the various means by which governance...
