Using a common framework developed by a collaborative Harvard University and Brandeis University affiliated research team, this volume surveys and analyzes the strategic responses of national unions in Britain, France, Germany, Italy, and Spain to the last two decades of economic change. Also evaluated is the response of Sweden, long seen as the most successful variation of the European model, as well as EU level transnational unionism. Over the past decade economic policy in the UK and elsewhere has been guided by the belief that resources are used more efficiently in the private sector than under state ownership. Consequently, many formerly state-owned companies have been transferred to the private sector. The book identifies different national characteristics in terms of the motivation to privatise, the scale of privatization and its consequences. In the opening chapters there is a detailed overview of the theoretical economic issues involved in privatisation and an assessment of privatization across the EU. The remaining ten chapters contain national case studies of EU countries which review the history of state ownership and privatization in each of these countries and evaluate the extent of privatisation. The centre-left coalition government was weakened by infighting throughout the year and paid a high electoral price for its failure to present a common front to the electorate. In June, Silvio Berlusconi's Liberty Pole coalition won substantial victories in local elections including a symbolic triumph in Bologna, a stronghold of the Italian left. In December, bickering inside his parliamentary majority forced Massimo D'Alema, the prime minister, to reshuffle his cabinet. This was the first government crisis to be handled by Carlo Azeglio Ciampi, who became the tenth President of the Republic in May 1999.
