Hak Asasi Manusia (HAM) muncul dari keyakinan manusia itu sendiri bahwasanya semua manusia selaku makhluk ciptaan Tuhan sama serta sederajat. Upaya penegakannya juga sudah berlangsung berabad-abad, walaupun di berbagai belahan dunia termasuk Indonesia, secara eksplisit, baru terlihat sejak berakhirnya perang dunia ke-2 dan semakin intensif sejak akhir abad ke-20. Sudah banyak juga dokumen yang dihasilkan tentang hal itu, yang dari waktu ke waktu terus bertambah.
