Lejos de ser una investigación sobre el manejo de las contingencias por parte de las instituciones de educación superior, Reflexionar para innovar es un testimonio. Es la voz de la Universidad del Rosario (Colombia) contándose a sí misma y al mundo de qué manera desde las dependencias de la Vicerrectoría, en medio de un escenario tan adverso, se fortaleció y demostró cómo es posible encarar la incertidumbre frente la interrupción del derecho a la educación, la migración a modelos de educación remota mediados por tecnologías, las afectaciones a la salud (física, mental y emocional), la crisis financiera generalizada, el riesgo de abandono de las trayectorias de formación, entre muchos otros. En suma, este libro es un reconocimiento para cada uno de aquellos quienes contribuyeron a que la Universidad estuviera preparada para continuar con su labor de educar, investigar y transformar la sociedad, cuando todo parecía estar en su contra.
International human rights adjudicators, while facing urgent cases, have used provisional measures in order to prevent irreparable harm, e.g. to order States to halt an expulsion, the execution of a death sentence, destruction of the natural habitat, or to ensure access to health care in detention or protection against death threats. Since its creation in 1963, United States Southern Command has been led by 30 senior officers representing all four of the armed forces. None has undertaken his leadership responsibilities with the cultural sensitivity and creativity demonstrated by Admiral Jim Stavridis during his tenure in command. Breaking with tradition, Admiral Stavridis discarded the customary military model as he organized the Southern Command Headquarters. In its place he created an organization designed not to subdue adversaries, but instead to build durable and enduring partnerships with friends. His observation that it is the business of Southern Command to launch "ideas not missiles" into the command's area of responsibility gained strategic resonance throughout the Caribbean and Central and South America, and at the highest levels in Washington, DC.
This book is a compilation of twenty essays prepared for the occasion of the XIII Academic Conference of the Constitutional Court of the Republic of Colombia, held in Bogota in January 2019. Gathering some of the most prominent authors in constitutionalism and legal theory, the chapters critically examine classical debates, such as the role of judicial review in a democracy, the enforcement of socio-economic rights, the doctrine of unconstitutional amendments, the use of international and foreign precedents by national Courts, and the theory of transitional justice. The book opens a dialogue between philosophers and empirical researchers, building bridges between 'Global North' and 'Global South' approaches to constitutionalism. As such, it is an invitation to reengage with the classical debates on constitutionalism whilst also providing fresh insights into the future of this discipline.
