Global Capitalism, Democracy, and Civil-Military Relations in Colombia

Through the lens of global capitalism theory, William Avilés examines democratization and civil-military relations in Colombia to explain how social and international forces led to the ostensibly contradictory outcome of democratic and economic reform coinciding with political repression. Focusing on the administrations in power from 1990 to the present, Avilés argues that the reduction in the institutional powers of the military within the state reflected changes in the structure of the global economy, the emergence of globalizing technocrats and politicians, and shifts in U.S. foreign policy strategies toward "democracy promotion." These same factors explain Colombia's establishment of a low-intensity democracy—a structure of elite rule in which the strategies of coercion (state and para-state repression) and consensus (competitive elections, civilian control over the military) maintain control and legitimacy. In the age of capitalist globalization, a low-intensity democracy is most concomitant with neoliberalism, establishing the political and economic environment most suitable to the investments of transnational corporations.

Blood of Extraction

Rooted in thousands of pages of Access to Information documents and dozens of interviews carried out throughout Latin America, Blood of Extraction examines the increasing presence of Canadian mining companies in Latin America and the environmental and human rights abuses that have occurred as a result. By following the money, Gordon and Webber illustrate the myriad ways Canadian-based multinational corporations, backed by the Canadian state, have developed extensive economic interests in Latin America over the last two decades at the expense of Latin American people and the environment. Latin American communities affected by Canadian resource extraction are now organized into hundreds of opposition movements, from Mexico to Argentina, and the authors illustrate the strategies used by the Canadian state to silence this resistance and advance corporate interests.

Since the mid-1980s subsequent US governments have promoted a highly militarized and prohibitionist drug control approach in Latin America. Despite this strategy the region has seen increasing levels of homicide, displacement and violence. Why did the militarization of U.S. drug war policies in Latin America begin and why has it continued despite its inability to achieve the stated targets? Are such policies simply intended to impose U.S. power or have elites in Latin America internalized this agenda as their own? Why did resistance to this approach emerge in the late-2000s and does this represent a challenge to the prohibitionist agenda? In this book William Avilés argues that if we are to understand and explain the militarization of the drug war in Latin America a ‘transnational grand strategy’, developed and implemented by networks of elites and state managers operating in a neoliberal, globalized social structure of accumulation, must be considered and examined.

This volume presents a number of case studies of military advisors and missions in order to provide clear historical examples of the evolution, functioning and motives of foreign military advising in the modern era. Containing essays by US contributors covering a wide range of countries and spanning nearly 200 years of history, the case studies show the evolution of foreign military advising from ill-organized mercenary units, to professional, government-sponsored teams driven by a desire to cultivate political and economic influence, to Cold War tools for pursuing ideological aims, nation building, and modernization, to post-Cold War elements of alliance integration. Finally, the book highlights the increasing present-day role of private corporations, some of which provide complete military forces, thereby bringing the evolution of foreign military advising full circle. This book will be of interest to students of military history, civil-military relations, peacekeeping, security studies and political science in general.

Securing the Peace

Timely and pathbreaking, Securing the Peace is the first book to explore the complete spectrum of civil war terminations, including negotiated settlements, military victories by governments and rebels, and stalemates and ceasefires. Examining the outcomes of all civil war terminations since 1940, Monica Toft develops a general theory of postwar stability, showing how third-party guarantees may not be the best option. She demonstrates that thorough security-sector reform plays a critical role in establishing peace over the long term. Much of the thinking in this area has centered on third parties presiding over the maintenance of negotiated settlements, but the problem with this focus is that...

Organized thematically around important questions in comparative politics, the Sixth Edition of Introducing Comparative Politics integrates a set of extended case studies that vividly illustrate issues in cross-national context for 11 countries. The cases are placed within the chapters where they make the most sense —not separated from the theory or in a separate volume—helping students make connections between theory and practice earlier in the semester and giving them a more holistic view of comparative politics.
