Este libro analiza los discursos de la Corona que la reina Isabel II leía ante el Congreso de Diputados al comienzo de cada legislatura durante la Década Moderada. En ese documento los sucesivos gobiernos plasmaban la política que pretendían seguir en los más diversos ámbitos: política exterior, relaciones con la Iglesia, política económica, presupuestos, orden público, relaciones entre la Monarquía y las Cortes, etc. Pocos días después de leído el discurso se formaba una comisión parlamentaria que redactaba un proyecto de contestación al documento leído por la reina. Este texto, que apenas disentía del presentado por el Gobierno, era debatido en profundidad por los diputados en los días sucesivos, llegando a prolongarse su discusión a veces durante varios meses. Por lo tanto, los discursos de la Corona y su debate constituyen un buen campo de observación para comprender las políticas gubernamentales y las diferentes corrientes de opinión que existían entre los parlamentarios, no siempre coincidentes con el Gobierno.
